Maharashtra's Draft Model Bye-Laws: Last Day to Object Is Tomorrow

The Office of the Commissioner for Co-operation and Registrar of Co-operative Societies has set 5 pm on 27 August 2026 as the final deadline for housing societies, managing committee members, and individual flat owners across Maharashtra to submit objections or suggestions on the draft revised Model Bye-Laws. With the window closing tomorrow, this is the last formal opportunity to flag concerns before the rules are finalised.

What the Draft Changes

The revised Model Bye-Laws will replace the 2014 version for all 1.25 lakh-plus registered cooperative housing societies in the state once notified. The draft covers membership and succession procedures, maintenance and service charge calculations, parking allotment, electric vehicle charging infrastructure, digital and video-conference communication, structural safety inspections, redevelopment consent thresholds, and a formal grievance redressal mechanism.

How to Submit an Objection

Objections and suggestions must be emailed to coophsgmodelbyelaws@gmail.com before 5 pm on 27 August 2026. Societies commenting should cite the specific clause number in the draft and explain the practical difficulty or a suggested alternative in plain language — general or non-specific objections are less likely to be considered by the department.

What This Means for Housing Societies

• Existing registered bye-laws remain legally binding until the state formally gazettes the revised Model Bye-Laws — no committee needs to act on the draft's provisions yet.
• Managing committees that want changes to specific clauses on parking, redevelopment consent, or maintenance billing have only until tomorrow evening to raise them.
• Once the comment window closes, the draft moves to the state government for finalisation, with a formal rollout targeted for October 2026.

Societies that miss tomorrow's deadline will not get another formal opportunity to comment before the bye-laws take effect. Managing committees are advised to circulate the draft to members today if they intend to raise any concerns.
